It is very important to get rid of the moisture at the flooring substrate, before laying down your flooring material. You will need to test the moisture content of the substrate first. If the result is more than acceptable, you need to climatize your building, which means getting rid of the moisture by having fans working inside the area for a while. On one of my previous jobs, which was a gymnasium project, we needed to do this for the entire gymnasium space, as it was going to receive wood flooring and it was very sensitive the temperature and humidity conditions inside. Not only the substrate but the inside air as well.
